If you are just chasing numbers then higher order enclosures are the most efficient therefore most effective route to go. If you are building because you want to watch people bail out you build a flat ported wall. They just hurt more, I can't explain it, but they do. The objective listener will also claim the flat ported wall is louder even if the meter says the higher order enclosure is louder.
It's also because a lot of these "4th orders" aren't true bandpass, they are large sealed enclosures with loading walls, nothing more. Even more than that, the bandwidth of most of them is so narrow, playing music on them is terrible.
