That is a relay.

Just follow the instructions and take your time. Or sell it.

yeah i got it done. it was definitely not just plug and play. the weird plug went to the stock wire harness, but it threw me off because there was only one, not two, the other plug you just tie off somewhere. I had to hook up a fused positive and had to ground both ballasts. Every kit i have installed was simple, you plugged the stock harness from the bulbs into the ballast then from the ballast to the HID bulb. this kit i had to plug only one of the stock plugs into a harness which then went to the ballasts and the bulbs and had to run power off of the battery and ground each individual ballast. Still only took me about an hour to do, i just was thrown off by the random 3 prong plug but realized what it was far as soon as i pulled one of the stock bulbs. this was for an 06 tacoma by the way.

The relay harness only plugs into one side. It controls the solenoids in the bulbs to make them switch to high beam. They just have it work with their regular ballasts to cut costs so one side just needs the wires tied back out of the way.

They should have instructions on their site IIRC but it's pretty straight forward.
