Default Trying to help my sister

Alright guy's im trying to help out my sister she has little to no cash and trying to help her avoid it away from the shop same with parents they don't got cash to lend her to bring it to a shop. Alright im working on a 1997 ford expedition 4x4 Xlt ok guy's here's the problem maybe someone out there can help me.

(THE PROBLEM)

Ok go to start the truck like normal no problems at all right but when you try to shift out of park it will not let you. But get this you shut the truck off turn the key to just about little before accesory and u can shift it freely. But here is something i did nothing once u put car full over to a accesory on it you can't get it out of park. It's like u have to shimmy the key just a bit before accesory to get it out of park. things im narrowing down i check the relays , fuses , wiring , put new brakelight switch in. Next thing im thinking either Ignition tumbler or neutral safety switch? what do you guy's think if someone know's anything please help me thanks.

tumbler or intermitten(spelling) switch would be my first guess

tumbler safety switch just kills ignition untill in park or neutral my pick has a broke one can only start in neutral

I been reading online so far guy's i've came across it can be a bypass fuse in the fuse box under-hood i don't have clue what one though don't help this truck have manual either. There is also a inter-lock for the shift lever.

look through them all and replace any blown ones

Looked through em all under-hood nothing but im gonna look also 2morro in 2 other boxes. maybe something there.

did u find the problem..I had the same issue but in my Tbird it was the break light switch but u said u checked that
