Default CEA 2006 compliant - opinions

The CEA 2006 compliant rule says that "Primary Output Power should be measured with 14.4V DC supply, a 4-ohm load and with 1% or less total harmonic distortion in the output" to ensure that customers are getting what they think they're getting, because we're all tired of seeing "4000 watts" printed on an amp when it only does about 800 watts RMS or less. So how come a lot of amplifiers companies do not have that stamp? I mean it doesn't hurt if your amps are already better than the voluntary standard so why not? I'm sure there's a fee to pay but I can't imagine it be a lot.

its not a law.they skirt the test.Than typical car audio snobs say the tests dumb.99 percent of the amps made dont really do the power they say anyway.even clamping is a false reading.

Amps rated at 100% thd ftw. The problem is 90% of kids starting out have no idea.

Never really looked into that subject, so what's wrong with that compliant? Any evidence that they're slacking off and the given the stamp to amps that doesn't make rated power? We are talking about 1% distortion (which is quite a lot IMO) so it isn't exactly clean power at that point.
