Default Hooking up caps

I am switching to caps this year and want to know if i need to do any special when hooking them up like a reg or something. I am going to run 8 banks of maxwell 2.5v. And charging them at 14.8v.

Charge them up to your batt's resting voltage before you try to install them or you'll be in for a surprise.

Lol ya i have heard about them surprises. Do i need any type of reg for them. I am going to use them for daily and comps.

Just read some of it and not sure exactly what it all means since i dont have a electrical engineering degree. Can some one explain this to me in English

Oh ok so just put them on a battery iso for safety and dont charge over the 15v and i should be good. Now when i burp and they drop low is it ok for the alt to charge them back up or do i NEED a charge to recharge them.
