In my daily... I wired in a battery isolator. This is for two reasons. First... so that they don't discharge into my battery overnight and have to charge back up when I start the car. And second (and more importantly to me)... I can isolate them from the rest of the electrical on burps.
Somebody on eBay has a voltage stabilizer thingy that ensures they all charge the same and leak down the same. They're cheap and a good idea.
The word on life cycles is that if you don't store them with a charge, it extends their life. So maybe a discharge rig alongside the isolator would be good. But they have a million cycle lifespan so I'm not sure how worried you are about it. And you'd also have to charge them from scratch every morning.
As for a regulator... I'm not exactly sure what you mean. As long as you have sufficient operating voltage... you don't really need to regulate their charging. Even if your alt spikes voltage, the caps will absorb that. I mean, as long as it isn't sustained.
