Default Amp "underrated" Rating

I have heard/read many people describe an amp brand as underrated, very underrated. When people use these terms what standard are they using?

-...If this amplifier is found to produce 120% or more of its rated power, that
amplifier will be disqualified until the manufacturer correctly rates that amplifier.The USACI rating standard is 14.4 volts with a 4 ohm non-inductive load measured at 62hz at 1% THD...

What measurement do you use? Personally I like to use the USACI qualifications, if the ratings are that far off (120% or more), I personally do not trust the amp specs because the company appears to have deceptive intentions.

I hate it when a company advertises the MAX power of the amp and not the RMS power.

Any ratings between 12-14.4v works for me and a max of 1% THD but less is always better.
