Default Need a computer wiz!

im building my dad a beasty computer because hes sick of his pre-built junk rig and i got everything together, exactly how i have always built them in the past i get it to the start up page and notice the CPU temp slowly climbing, it got all the way to 75 degrees Celsius and i shut the machine down. I have tried everything, such as plugging the liquid cooler into headers other than the CPU_FAN or CPU_OPT, i have pulled the pump and reapplied the thermal paste numerous times, i even swapped out the mother board for a new one. The pump turns on and lights up and the fans turn on so i am assuming it works?! this is driving me absolutely nuts, please help.

Parts Being used:
Intel i5-6600k skylake PSU
Asus Z170-Deluxe MOBO
Corsair H100i V2 liquid cooler

What thermal paste are you using? Most thermal paste will need to burn in before it reaches it's optimum heat transfer. Have you installed the oem heats ink just for trouble shooting purposes

im using arctic silver, there isn't a stock heat sink, the skylake doesn't come with one... is it possible for a liquid cooler to be bad?

What's the safe range of temps for that CPU?

He probably doesn't need liquid tbh

120mm quad copper heatpipe direct touch cooler will be fine on constant 5v and silent

The cooler could be bad I have had 3 bad corsair h60's over the past 5 years so it's possible.

just get a cooler master evo and call it a day. Definitely sounds like a bad cooler. Most of the skylake setups i've built idle around 15-25 with stock cooler.

and we probably dont need twice as much power to our subs than we run either, but if money is no issue why not build it bullet proof? its getting a new Strix GTX 1070 in it so i think ill spend the extra 100 for liquid cooling.

I've built mainly I3s for extremely budgeted builds requiring only fast single thread speed and they come with coolers and they use a lot less power. Still, even an I7 should be resting low. If you change out the cooler and nothing is improved, it would narrow it down to either a bad cpu or a bad power supply and the bad power supply is very unlikely since it'll fry most of your gear pretty quick.

ive already changed the PSU and MOBO so the last thing it could be is a bad CPU.
