Original deal details:
He was interested in the amp, and i agreed to pay some of the shipping charge (cause it was going to canada) Agreed on $350, shipped. (based on USPS shipping calc of $40)

Went to ship and it was going to cost ~$80 to ship, i came home PM'd him and told him it'd be more to ship. I told him either i could refund him all the money, or he could send me $30 to help with the high as hell shipping price (usps as he requested)

Ended up costing $65 and change, so i refunded him $15 when i got home. Shipped the amp. I PM'd him telling him it was shipped, and letting him know i refunded him $15. Then around a week and a half later i hadn't heard from him so i PM'd him asking if he'd received the amp. He said know, but he has a delivery notification and he has to go pick it up the following monday.

Description of how the deal went bad:
I'm at work today and get two e-mails from paypal letting me know he's filing a dispute. I've received NO communication from him since my last PM. He hasn't said he didn't receive it, nothing other than that he had a delivery notification.

I was told from a USPS associate they don't provide tracking numbers on international shipments because there are only two scans. But i have the customs form receipt, and the actual payment receipt here at my computer. I'll scan them as soon as i get a little time.

I thought the deal went fine, and i wrote it off as him receiving the item when he said he had notification. I think this is his attempt at scamming my $350.

The quote online is showing me $47.26, through usps. If you do decide you want the amp, i'll half the shipping with you. I can do $350, shipped.

No need to send any extras. It's a fee charged to the seller by paypal for using their service. No worries.

And i wish i had room for 18's... :(

Amp is shipped, and it turned out to only cost $65.XX. I'll be sending you a $15 refund shortly.

They don't offer tracking numbers when going to Canada, said that there are only two scans. One when it leaves, and one when it arrives?

But it's shipped. I forgot it has to go through customs (it's packaged VERY, VERY well) It's encased it foam, so it may not be in the same box as i sent it when customs gets through with it.

Paypal is ridiculous. They've held up this claim for over two months, even when i provided a copy of the receipt.

I called paypal and raised a ton of hell and they told me i was pretty much S.O.L.

I told them i had many, many screen shots and such supporting my claim, and even i message from the guy saying he received my package.

They told me without Northbeat calling them and saying he received the package, than the money automatically goes to him. It's looked at as lost in transit/not shipped. Paypal does absolutely nothing to protect sellers from scams. I'm so pissed right now.

They said all they can do now is look for "consistencies" between his paypal accounts to find that he is breaking their TOS, but if they haven't yet with this many claims filed against him then they aren't going to find it.

Can anyone help me? What can i do about this? I'm strong-armed by paypal.

Who can i call? What can i do?

u can go to paypal HQ and start kicking some ass... other than that i have no idea what u can do

the situation you are in at this point your best option would probably be to call your state police and explain the situation and ask them to point you in the right direction who to deal with.

I thought about it, but my paypal is linked to my bank account and credit cards, etc.

Not to mention i thought i had more than enough proof for them to file in my favor. Turns out they didn't even read/view the files i attached. They just looked at the tracking (which i didn't have because USPS doesn't offer it when shipping to canada - part of this bastards plan)

An extra $350 for car audio isn't easy to come by when you've got a house note, car note, house insurance, etc. (and only 19) , top it off they charged another $20 as like a fee for them to review it. I *****ed enough to get my 20 back though.

I'll ask my brother what can be done, he's a cop. Doubt he'll know but maybe he can give me someone's number who does know.
Is this something i can take to court, with him being in Canada?

EDIT: Eff court. I'd lose more money missing work than i would from the amp. :/

EDIT EDIT: And i'm especially pissed cause i gave him such a good deal on the friggin thing....
FBI internet crimes division. You have more than enough evidence and since you have an address they can actually arrest him in canada with their governments cooperation. Also explain that paypal assisted with this scam and they'll contact them to explain that this is a federal matter and that the money should be returned and held until they're done with their investigation.

However i doubt they'll have much interest in someone ripping a few folks off for petty cash. Hopefully this can help a few of us out.
